세계태권도연맹은 지난 2004년 말 개혁위원회를 출범 시키면서 “변화되지 않으면 올림픽 종목에 살아남지 못 한다”는 개혁요구에 끊임없이 변화를 거듭해왔다. 태권도경기 판정의 공정성 이슈로 대두됐고 공정한 판정을 담보하기 위해 WTF는 전자호구를 도입하였다.
지금 현재 태권도경기에 운용되고 있는 전자호구의 제품은 크게 세 회사 제품이다. 하나는 미국에서 개발된 라저스트(LaJust)사(社)이고 다른 하나는 스페인 대도(Daedo)사 (런던올림픽 공식 전자호구) 그리고 KP&P사 제품이다. 강도 측정, 방식의 KP&P 전자호구는 KTA 코리아오픈 등 국내경기에 사용되고 있다. WTF가 공인해준 전자호구는 라저스트와 대도(Daedo)사 제품이다.
WTF의 전자호구 도입은 2006년 전자호구특별위원회(위원장 박수남 부총재)를 구성, 검증을 거쳐 당시 3개 업체 중 유일하게 라저스트사 제품을 공인하였다. 2006년 9월 11일 WTF와 라저스트사 간 전자호구에 관한 '공인 협정(Recognition Agreement)을 체결했다. 그리고 라저스트사의 전자호구는 2008년 5월 중국에서 열린 아시아선수권대회에 처음으로 공식적으로 사용되었고, 팬암대회에서도 물론이고 국내에서는 대한태권도협회(KTA)가 역시 2008년 국가대표 1차 선발전에서 사용하였다.
WTF는 2008년 12월 전자호구특별위원회(위원장 이반 디보스, IOC위원)를 구성하고 다시 전자호구에 대한 검증 작업에 착수했다. 그리고 WTF는 2009년 5월 6일 스위스 로잔에 있는 사무소에서 전자호구 테스트이벤트를 개최했다. 이미 WTF의 공인을 받은 라저스트 이 외의 용품업체들에게도 공인받을 기회를 제공한다는 취지로 테스트를 실시했다. 이 테스터에 스페인 업체 대도와 한국 업체인 KP&P 등 2개사가 참가했다. 아디다스는 테스트 이벤트를 얼마 앞둔 시점에서 불참하고 테스터를 통과한 대도가 두 번째로 WTF 공인을 받았다.
WTF가 처음 국제경기에서 라저스트 전자호구를 착용하여 치른 것은 2009년 6월 10일 아제르바이젠 바쿠에서 열린 제1회 WTF세계장애인태권도선수권대회 및 같은 해 6월 11일부터 14일까지 열린 WTF월드컵태권도단체선수권대회였다. 2011년 2월과 3월 라저스트 전자호구를 사용한 한국 국가대표 최종선발전에 치명적인 시스템 결함을 일으켰다. 단순한 시스템 오류가 아닌 승패가 뒤바뀌는 전자호구 결정적 결함이 발생했다.
WTF는 태권도 경기 심판 판정의 공정성을 위해 도입한 전자호구에서 문제가 생기자 라저스트 전자호구 사용을 전면 재검토하기로 했다. WTF는 라저스트 전자호구의 기술적 결함이 발생해 전자호구특별위원회(위원장 이반 디보스, 페루 IOC위원)에 보고했다. 이에 위원회는 기술적 결함 해결과 장기적인 전자호구 대책 수립을 위한 조치를 취하라고 WTF에 권고했다. 이와 함께 스위스타이밍은 2011년 1월 경주에서 열리는 세계선수권대회 국가대표 선발전에 엔지니어 3명을 파견, 시스템 호환성과 기술 등을 면밀하게 분석했다. 스위스타이밍은 경주와 지난 테스트 등의 종합적인 결과를 토대로 WTF에 “다각적으로 검토한 결과, 두 업체 제품 중 대도 제품이 시스템 연동이 성공적이었으며, 리스크가 적어 안정적으로 대회운영이 가능하다고 판단한다” 며 “올림픽에서 스위스타이밍 파트너로 대도를 결정했다”고 통보했다.
이집트에서 열린 세계태권도청소년대회에서도 전자호구의 잦은 오류로 경기가 30분씩 지연되는 사태가 발생했으며, 지난 4월 5일 서울특별시태권도협회가 주관한 ‘제41회 전국소년체육대회 서울특별시 대표선발 최종대회’에서 대도 전자호구의 기계오류는 세 번째 경기부터 발생했다. 1R 30초 무렵 발생한 선수들의 공방에서 득점강도가 ‘99, 136’이라는 수치가 나타난 것. 당시 경기의 유효강도 값은 ‘30’이였다. 순간 코치들은 득점강도가 터무니없게 높게 나온 것에 대해 이의를 제기했고, 서울시협회 기술전문위원회 임원들은 즉시 경기를 중단시키고 전자호구의 결함 확인 및 테스트를 실시했다. 대도 전자호구측은 제품 및 프로그램까지 교체하면서 테스트를 한 후 경기를 재기 시키려 했으나 청홍 파워치가 다르게 표출돼 결국 일반호구로 남은 경기를 치르는 초유의 사태가 발생했다.
대도의 전자호구 오류는 이것뿐이 아니다 지난 대학 국가대표 선발전에서도 1R 30초가 지날 무렵 평범한 발차기임에도 불구하고 ‘49’인 유효강도를 훨씬 뛰어 뛰어 넘는70~80의 수치가 확인되어 경기가 중단되는 사태가 일어났다. 그리고 포천 세계대학선수권대회에서도 전자호구 오류로 인하여 경기가 중단된 것으로 알려졌다.
WTF는 지난해 라저스트사 전자호구의 오류를 이유로 올림픽에 대도사의 전자호구로 바꾸었다. 하지만 대도사의 호구도 비슷한 문제점을 드러내었는데 이 문제에 대해 어떤 대책이 있는지, WTF에 대도 전자호구의 시스템 오류가 무엇인지, 수정되었는지, 파악하고 있는지 등이 궁금하다. 올림픽을 앞두고 전자호구 성능보완 및 오류에 대해 민감한 현안인 만큼 기자도 탐사보도 취재에 나섰다. 이에 WTF 관계자에게 전자호구에 안정적 주파수 채널에 대한 등을 질의했지만, 담당자는 원론적인 답변으로 일관했다.
WTF의 전자호구 스펙 관리는 마케팅 부서에서 담당한다. WTF의 마케팅 담당자는 전화를 통해 "전자호구는 경기운영부 소관이라 뭐라 할 말이 없다"고 했으며 경기운영부는“전자호구 운영에 관해 오프레이터 및 트랜지스터는 대도에서 운영해서 우리는 기술적인 부분은 모른다"고 답변했다. ‘런던 올림픽 경기 전자호구 주파수 채널 확보는 했느냐’, ‘앞으로 대도 전자호구에 대한 보안 계획은 무엇이냐’ 등 전자호구와 관련된 질문에는 원론적인 답변만 되풀이 할 뿐 한마디로 무엇이 문제인지 파악조차 하지 못 하고 있는 것으로 보인다.
“전자호구와 관련된 모든 문제는 대도사에서 관리하고 있다”는 WTF 관계자의 말은 태권도의 올림픽 잔류라는 중차대한 문제를 대도사에 맡기는 것과 같은 말이다.
지금까지 WTF는 올림픽 잔류에 협력하는 차원에서 언론이 전자호구 문제뿐만 아니라 세계연맹과 관련된 모든 문제에 대해 보도 자제를 요청했다. 전자호구가 가지는 맹점에 대해 조금이라도 알고 있는 사람들은 전자호구 문제를 열어서는 안 되는 ‘판도라의 상자’라고 말하기도 한다.
올림픽사상 최초로 이루어지는 전자호구는 런던올림픽경기의 성패를 좌우하는 중요한 변수가 될 것이며, 이는 곧 태권도의 올림픽 잔류에 가장 중요한 키포인트가 될 것이다.
태권도의 올림픽 잔류 여부는 태권도경기가 지속적으로 살아남을 수 있는지에 대한 잣대로 등장하게 될 것이며 이 문제는 세계 각국의 태권도 선수, 지도자는 물론 태권도의 미래까지 좌우하게 될 중요한 문제이다. 그러므로 심판판정의 공정성을 담보하기 위해 도입된 전자호구 문제는 현 시점에서 태권도계에서 가장 뜨거운 감자라 할 수 있을 것이다.
따라서 전자호구의 결함에 대한 문제는 단순히 봉합한다고 해결되지 않는다. 앞으로 남은 2개월 기간에 지금까지 발생한 모든 문제점과 앞으로 나올 문제요소를 모두 끄집어내 방안을 강구해야 한다.

The worst anxiety in London Olympics for the successful Taekwondo game is the electronic protector.
WTF (World Taekwondo Federation) set sail the Reform Committee in 2004, and has challenged the requirement of reform endlessly under the slogan of “No changes no survive in Olympic game.” WTF has introduced the electronic protector for the fair judgment of Taekwondo game.
The current electronic protectors are made by three companies. It is Lajust Company in USA, and Daedo Company (the official electronic protector in London Olympics) in Spain, lastly KP&P Company.
KP&P electronic protector that is measured by striking power has widely been used in Korea such as Korea Open and so on. The Lajust and Daedo electronic protector are officially approved by WTF.
WTF approved only the Lajust product among three companies after inspecting three products by the Special Committee of Electronic Protector (chairman, Soo Nam Park, vice president of WTF) in 2006.
WTF signed ‘Recognition Agreement of Electronic Protector’ with the Lajust Company on September 11, 2006. The Lajust one was used officially and at first at the Asian Championship in China on May, 2008, at the Pan American Championship, and at the first round Selection Tournament of Korean Delegations in 2008.
WTF organized the Special Committee of Election Protector (chairman, Ivan Dibos, IOC member) and started to verify the electronic protector in December 2008.
The Test Event of electronic protector was held by WTF at Lausanne, Switzerland on May 6, 2009. This Test Event afforded an opportunity to recognize officially for the electronic protector companies except for the Lajust Company. Two companies, Daedo, and KP&P, were participated in the Test Event.
The Daedo electronic protector was approved secondly by WTF at this test, but Adidas Company gave up the test.
The electronic protector was firstly used at the 1st World Disabled TKD Championship, Baku, Azerbaijan, on June 10, 2009, and World Cup TKD Championship, on June 11~14, 2009.
The critical system defect of the Lajust electronic protector was founded at the final round of Selection Tournament for Korean Delegations on January and February 2011. This fault was not just the error of system but crucial flaw affected outcome of contest.
WTF had wholly reviewed the utilization of the Lajust electronic protector which was originally introduced for fair judgment after finding the critical faults. WTF reported the technical flaws to the Special Committee (Chairman Ivan Dibos, IOC member). The committee recommended WTF should take measures for the solution of electronic protector’s flaw and consideration of long-plan countermeasure of electronic protector.
Accordingly, Swiss Timing Company dispatched three engineers to analyze the system compatibility and technique of electronic protector elaborately at the Selection Tournament for the World Championship, at Gyeongju, on January 2011.
Swiss Timing company reported that “the Daedo product had low risks and the system compatibility was successful proved for the operating competitions stably, then selected the Daedo as an Olympic partner” based on comprehensive results were tested in Gyeongju and other competitions.
But it is still worried whether the Daedo product carries conviction of stable competition operation or not in London 2012 Olympics
The 30 minute-delay of matches occurred the World Youth TKD Champion in Egypt due to the errors of electronic protector frequently and its technical inaccuracy happened at the third match of Final Selection Tournament for the 41st Junior National Sports sponsored by Seoul TKD Association on April 5. The valid score that limited within 30 at the event was displayed “99 and 136” around 1 minute 30 second at the first round. Then the coaches raise an objection for the exorbitant score, and the technical staffs of Seoul TKD Association stopped the tournament immediately and tested the accuracy of electronic protector.
The Daedo Company tried to restore the tournament with changing the program and product, but the rest match was continued by using non-electronic protector unprecedentedly because the quantity of blue and red striking power oppositely was displayed.
The errors of the Daedo electronic protector occurred that the normal foot striking is highly scored 70~80, the standard quantity of valid striking power is “49”, about 30 second, 1st Round at Selection Tournament for Colligate Delegations, then the tournament was blocked temporarily. And the errors of the Dado product happened again at the World University Championship in Pocheon.
WTF has altered London Olympic electronic protector from the Lajust to the Daedo because of frequent errors. But the Daedo has still similar errors.
It is curious what WTF has any countermeasure for finding and correcting its system errors.
I have collected the news materials about the errors electronic protector that is critically issued before Olympics.
I inquired of WTF about the stable frequency channel and so on, the staff who in charge of this work, responded superficially.
The marketing department is charged of the electronic protector in WTF.
A staff of the marketing department said “we didn’t have any comment about the electronic protector was charged by the operating competition team” on the telephone interview.
But the operating competition team said “we didn’t know the technical things like operator and transmitter for the operation of electronic protector because it was operated by the Daedo Company.”
I asked additional questions ‘did you guarantee the frequency channel in London Olympics?’ and ‘did you have complementary measure for its errors?’, but they just responded superficially without understanding what real problems were.
‘The electronic protector was wholly managed by the Daedo’ said by a staff of WTF meant that WTF just depended on the Daedo for the best important affair such as the remaining core Olympic sport.
Until now, WTF has requested the news restraint about all matters of both electronic protector and WTF in cooperation with remaining core sport of Olympics.
The people who know about the problems of electronic protector well said the questions of electronic protector were “Pandora’s Box” that couldn’t opened once in a while.
The first application of electronic protector in Olympic Games has a key role in remaining core sport of Taekwondo by successful operating the electronic protector.
The remaining core sport in Olympic Game is the significant factor to survive the Taekwondo game steadily, and to affect worldwide taekwondo athletes and the future of Taekwondo.
Therefore, the electronic protector for the fair judgment is recently hot potato in the Taekwondo.
Consequently, the flaws of electronic protector are not solved with just suturing the defect.
We should adopt a proper measure for all current and would be matters of electronic protector within two months for London 2012 Olympics.
